Fiji's opposition leader, Mick Beddoes, says the country's business community is clearly the winner in the Qarase government's national budget.
Mr Beddoes says the business community is important to Fiji and must always be encouraged to maintain and increase their investment levels to create employment.
But he says their needs cannot and must not take precedence over law and order and the wellbeing of the people.
Mr Beddoes says the business community can survive in most environments, including the current Fiji environment.
