The government in Samoa is considering staggering the starting time for government departments and schools to try to alleviate traffic congestion at peak hours.

The Minister of Works, Faumuina Luiga, says the principle has worked effectively in cities such as New York and Bangkok and will help with the construction of road projects.

The traffic control plan is part of a multi million dollar World Bank funded Infrastructure Asset Management Project... aimed at adressing the problems faced on Samoa's roads.
