Bougainville and PNG to sign MOU establishing joint supervisory body

5:58 pm on 18 February 2003

A memorandum of understanding is to be signed between a Papua New Guinea government delegation and leaders on the PNG island of Bougainville this week, establishing a joint supervisory body.

Joseph Kabui, the chairman of the Bougainville Constitution committee, says the delegation, which includes 12 ministers, is the most senior to visit for a long time.

He says the MOU, which implements a part of the Bougainville peace agreement, has two functions.

"For the supervisory team to help with the implementation of the Bougainville peace agreement, or if there are any disputes out of future agreements again there will be a draft team to iron things out."

Mr Kabui says the MOU also goes some way towards Bougainville assuming certain powers from the central government.

He says that work is continuing on the constitution and that a second draft will soon be completed.
