NZ foreign minister to discuss Bougainville disarmament with PNG leaders

New Zealand's foreign minister, Phil Goff, says he'll be discussing the completion of the disarmament process in Bougainville during talks with the Papua New Guinea government later today.

Mr Goff is in PNG's capital, Port Moresby, as part of a three-day visit to the country.

He says it is unlikely that every weapon will be handed over in Bougainville when people still feel threatened.

"Francis Ona continues to be a problem because as long as he and his Mekamui hold out, not surrendering their weapons, then people on the other side won't want to surrender all their weapons for fear that they would be left defenceless if the other side were to use their guns."
