A report from the National Center for Education Statistics in Guam has revealed that most 4th and 8th grade public school students are reading below the recommended level.

According to the report, Guam has shown little or no improvement in student reading ability in the past 10 years.

The average score for 4th graders on a scale of 0-to-500 was 182 in 1992 and 185 last year.

An education department official says students are not being taught and not learning the basic reading skills.

The report says out of more than 1200 4th-graders tested last year 71 percent read below the basic level.

Out of the more than 1-thousand 8th-graders tested 50 percent were reading below the basic level.
