New Caledonia's pro-independence FLNKS movement has denounced the way the 1998 Noumea accord on greater autonomy has been allowed to drift.
The movement has just completed its 24th Congress and a spokesman has accused the French state of abdicating its responsibility for the territory's decolonisation.
The FLNKS has again urged France to convene the institutional body to change the constitution in line with a five-year-old promise to freeze the territory's electorate as it stood in 1998.
The provision was included to allay fears by indigenous Kanaks that immigration would make them a minority by the time the territory votes on full independence from France.
