Fiji's opposition leader, Mick Beddoes, has also called on the prime minister to honour his committment to abide by the ruling.
Mr Beddoes says Mr Qarase and the Labour Party leader, Mahendra Chaudhry, should now move quickly to establish a multi-party cabinet and then address other important issues such as law and order, unemployment, housing and poverty.
The National federation Party has hailed the court's decision as a victory for the 1997 Constitution which it helped to draw up.
The NFP leader, Prem singh, says the ruling proves that the Constitution is a legal instrument that guarantees lasting peace, stability, good governance and economic prosperity.
He says it is now time to put behind two years of political uncertainty and move the country forward.
