The Fiji Kava Council wants exporters and producers of the product to be licensed.
The council chairman, Ratu Jo Nawalowalo, say this will ensure quality control and high standards in kava.
He says a draft bill to regulate the production, sale and export of kava will go before the cabinet soon.
Ratu Jo is also seeking copyright protection for kava so that countries other than traditional growers like Fiji, Tonga and Vanuatu do not start mass producing the herb
