The Indonesian National Agency for Missing Persons and Victums of Violence is criticising the National Human Rights Commission for not investigating the violence in Papua province.

10 civilians have been killed recently in fighting between separtist guerillas and Indonesia's security forces.

The Agency's Usman Hamid says there is now widespread fear among the people and he's accusing the commission of standing by while security forces monopolise response to the case.

Mr Hamid says some Papauns believe the military created the conflict for financial and politicial gain.
