French Polynesian groups demanding a dissolution of the territorial assembly have again blocked access to the data processing centre in Papeete.
The centre has been intermittently closed but was open earlier in the week when access was refused to the budget minister, Georges Puchon.
The minister says the premises have been chained up again and no work can be done.
He says the obstruction means that 5,000 employees of the public administration may not be paid by Christmas.
The action comes as the territory's political crisis is entering its third month.
It was triggered by the defection in October of one MP to the camp of Gaston Flosse who has been struggling to establish authority but who has so far ruled out calling on the French police to intervene.
