The Asian Development Bank or ADB has criticised the government of the Marshall Islands for its implementation of an eight million US dollar loan to rural outer islanders.
The Bank's Marshalls officer, Stephen Pollard, said it has taken two years since the loan was approved by the ADB to get the project moving.
In that time outer islanders have been surviving on less than one dollar a day.
The project will develop infrastructure on the outer islands, including docks, copra warehouses and improvements to selected runways to make the islands more accessible for trade vessels and services
Mr Pollard said he was however impressed with the progress and development of non-government organizations in the Marshall Islands and developing partnerships with the national government.
