American Samoa governor submits plans for 2004 budget surplus

American Samoa Governor Togiola Tulafono has submitted a proposal to the Fono to fund several Administration initiatives with the $4 million surplus from fiscal year 2004.

His proposal would allocate $595,000 to increase lawmakers' expense allowances.

A measure is currently pending in the Senate, which proposes that allowances for lawmakers increase from $15,000 to $30,000 a year and Fono leaders' allowances from $25,000 to $40,000 a year..

The bill also includes $1.6 million to pay for a 5 percent pay increase for government career service employees making less than $40,000 a year.

There is also money to fund a variety of educational scholarships and $100,000 for the American Samoa Arts Council to help the Territory host the 10th Festival of Pacific Arts in 2008.
