The director of programmes at Fiji's Citizens' Constitutional Forum says the group is thinking of applying to private businesses for funding.
Jone Dakuvula says the CCF has received funding from states including New Zealand and Norway.
Mr Dakuvula says NGOs prefer applying to governments for money because of their experience in administering aid.
But he says there's not much experience in the region of NGOs asking for money from private business foundations.
"Here in the Pacific, there's not much knowledge about private enterprise funding amongst NGOs, and whereas probably this is more common in developed countries."
Jone Dakuvula is currently administering a consultation in Fiji on conflict prevention.
