American Samoa's Governor Togiola Tulafono and Samoa's Prime Minister Tuilaepa Sailele are upbeat after the fifth inter-Samoa talks in Apia.

Tuilaepa describes the talks as very positive with several outstanding issues that he says need further discussion.

He says one of these is the extradition of offenders in both Samoas.

Tuilaepa says there is a strenous need to reach a mutual understanding and policy on this matter.

Governor Togiola supports Samoa's recent introduction of travel permits for people from the territory, and the establishment of a Samoa consulate in American Samoa.
