Guam strengthens controls on methamphetamine ingredient

10:39 am on 14 December 2005

A new law in Guam requires that Sudafed and other cold and allergy medicine containing pseudo-ephedrine be locked in display cases in stores.

Pseudo-ephedrine is an ingredient in the addictive crystal methamphetamine or "ice."

Governor Felix Camacho says tightening rules for selling drugs with pseudo-ephedrine.can stem the manufacture of "ice" on Guam.

Camacho said that besides the problem with imported crystal methamphetamine, "neighborhood" meth labs have also been reported.

The new law says pseudo-ephedrine, or any derivative of pseudo-ephedrine, should be placed behind the sales counter, stored or displayed in a locked cabinet or locked area.

They can only be bought with the assistance of a pharmacist, retailer or employee of the retailer.

Any practitioner, retailer, or employee of a retailer who violates the new law faces a third-degree felony charge.

A buyer who violates the law faces a misdemeanor charge.
