The New Zealand Defence Minister Phil Goff says whoever is elected Prime Minister in the Solomon Islands will need to show they will represent all Solomon Islanders, not just a few.

Mr Goff, who flies to Honiara today for a 24-hour visit, says he wasn't surprised by Mr Rini's resignation.

He says he won't try to influence the decision on who should lead the Solomons, but will carry the message there needs to be strong consensus.

"The rule of law is not simply something that applies to those who are governed, but also to those who are in government, and the strong need for any incoming government to raise public confidence that they will act on behalf of all Solomon Islanders and not in favour of a few Solomon Islanders."
