The House of Representatives in American Samoa is reviewing legislation that would remove current restrictions on the territory's adoption laws.
The bill would remove the ban on non blood related adoptions and allow grandparents to adopt their grandchildren if they met certain conditions.
A grandparent could adopt a minor if the parties had lived in the same household, away from both of the natural parents, for at least five years.
The grandparent would have to have been the sole caregiver of the minor and have filed a certified will in the High Court designating who would care for the child in the event of their death.
