Tonga's police commander says they are yet to arrest the suspected ringleaders of the riots that destroyed much of the centre of Nuku'alofa.

Sinilau Kolokihakaufisi says 116 people are now in custody and more than 350 people have been charged with arson, theft or other crimes but the ringleaders are yet to be detained.

The commander says nearly 90 police, including New Zealand police officers on the ground, are assigned to investigating those involved in the riots, which left 7 confirmed dead.

He says they cannot just focus on the suspected ringleaders.

"It all depends on the evidence, if we've got evidence to make the arrests, we will do so but we're still working on cases. It's not only targetting the ringleaders but those suspects in general, we're working on them."

Commander Kolokihakaufisi says police are still operating under emergency powers and although it's calm at the moment, he cannot rule out the possibility of further outbreaks of violence.

He also says a date is yet to be set for court cases over the riots but police are liaising closely with the Justice Department and Crown Law to organise that.

The commander says talks with New Zealand's minister of Police, Annette King, concentrated on the current situation and how New Zealand could assist with the longer term issues.
