The Solomon Islands ministry of health says it is concerned about the high number of unwanted teenage pregnancies and a surge in abortions, but the problem is very hard to tackle.
The number of terminations has risen dramatically, especially in Honiara, despite abortions being illegal.
The National Council of Women is now calling on the government to take action.
The director of reproductive health at the ministry of health, Dr Juanlyn Pikacha, says the ministry is approaching the problem with other government departments, NGO's and churches and has set up a clinic and a drop in centre.
But she says progress is slow.
"It is getting the young people confident in accessing the contraceptions is a problem. We have done a lot to get our nurses to be a lot more open and flexible in some of the issues because the cultural and church thing is still quite strongly ingrained in many of our health workers."
