American Samoa's Governor, Togiola Tulafono, wants to established an independent agency to regulate utility rates in the territory.
In his regular radio programme, Togiola said that one way to resolve public concerns, that they had no input into rates set by both the public and private sector, would be to create a Public Utility Commission.
He says the commission would regulate and oversee rate setting for water, electricity, sewage, telephone, hospital, and other similar services.
The governor's office is currently drafting legislation to be submitted to lawmakers next month.
There have been many public complaints over a recent hike in hospital fees without any public hearings.
