The owners of South Pacific Express Incorporated in American Samoa are not rushing to have its second aircraft flying on the Pago Pago - Apia route, until passenger numbers are up.

Vince Haleck says the number of people traveling between the two Samoas has gone down and he believes new entry permit requirements have been responsible for the downturn.

Mr Haleck says he's hopeful that the leaders of Samoa and American Samoa will improve immigration arrangements to allow people to travel more freely between the two countries.
