Preferential voting system causes problems in PNG

While wet weather has already led to an extension in the Papua New Guinea national elections, the preferential voting system is also causing problems.

Paul Barker, the executive director of PNG's Institute of National Affairs says voting, which has been underway since Saturday, is proceeding reasonably calmly, particularly in Southern Highlands - the potentially most volatile province.

This election is the first, for most, under the limited preferential voting system and Mr Barker says many electors are struggling with it.

He says reports he has are that in some cases polling officials are filling in the ballot papers on behalf of voters.

"If you are talking about an electoral system of the voting actually casting his own vote, well he or she is not quite doing that but I was told by people who have been in different locations that at least it has been peaceful and orderly in the Southern Highlands."

Paul Barker says there is no word yet on what has happened to several ballot boxes thought to have been stolen from Southern Highlands polling stations last Saturday.
