The Niue Chamber of Commerce says a new private sector development plan will create an environment where businesses can operate more effectively and profitably.

The Niue Private Sector Development Plan is the first time a formal agreement has been made for the private sector and government to work in partnership.

The president of the Chamber of Commerce, Catherine Etuata, says the plan should help overcome the country's issues and constraints, like its small market size, by creating an enabling environment for the business sector.

"There are issues there that can assist us in increasing the population with people coming in and investing in businesses or people coming in and being confident in the economy and its development. For a lot of Niueans abroad, that they will return and live and open up a business here on Niue. It's things like that that this plan will look at creating."

Catherine Etuata says if the business sector can contribute to the running of Niue, then the country could look at relying on less aid.
