The Samoa government and the Electric Power Corporation or EPC are facing possible legal action from the village council of Talefaga Fagaloa over its concerns about a nearby power station.
The village council says people have been suffering from a bad smell from the dam and also ash from fires burning at the power station, which has made it difficult for some people to breathe.
The hydro power plant was set up by the Electric Power Corporation in 1993.
Our correspondent in Samoa, Autagavaia Tipi Autagavaia reports.
"I spoke to the village lawyer at the court house this morning and he said it was going to be a very big case against the Electric Power Corporation and the government, and he is now awaiting a report from the independent environmental organisation the Siosiomaga society and also an international report from environmental organistions before the case be finalised and put forward and filed in court."
