Tonga's Police Minister says the shooting of a Chinese business woman during a recent attempted robbery was one factor in his recommendation the government maintain the emergency regulations.

The regulations were imposed for another month from last weekend - the thirteenth extension since the riot last November.

Noble Siaosi 'Aho says police investigations show some members of the public are still planning to incite unrest or burn down business premises or government buildings.

He says he considers the threat low, at between one-and-four on a scale of one to ten but he made his recommendation mindful that the anniversary of the riots is this Friday.

Noble Siaosi 'Aho says the Chinese businesswoman sustained major injuries and while investigations are continuing, no arrests have been made.
