Guam's Governor Felix Camacho has created a council to address the problems of homeless residents.

Mr Camacho says the council is to develop a 10-year plan to solve the island's homelessness problem.

The Pacific News Center reports that a recent study by the Salvation Army showed there are at least 1,000 homeless people on Guam.

However, officials estimate that the correct figure is between 3,000 and 5,000.
