Indonesian Police arrested 13 people holding what activists say was a peaceful demonstration on Thursday in Manokwari in the Papua region.
The demonstrators had been calling for a referendum on the future of Papua.
Those arrested had raised the banned Morning Star flag and face possible charges of subversion and rebellion.
