Fiji's interim finance minister, Mahendra Chaudhry, says elections should be held only after the People's Charter has been formulated, put to the people and endorsed.

Speaking at the National Council for Building a Better Fiji, Mr Chaudhry said Australia and New Zealand should understand that elections aren't the solution to the problems Fiji continues to face.

At a meeting of Pacific Islands Forum foreign ministers in Auckland this week, Fiji was again urged to return to democratic government by March 2009.

Mr Chaudhry told Fiji Live online that there is also a need to bring about fundamental changes that are necessary to ensure a sustainable democracy in the country.

He says these are not short term measures and they take time.
