Vanuatu's Opposition leader says criticism is unfounded

Vanuatu's Opposition says a new change to the Government Act regarding the Development Committee of Officials, or DCO, goes against the principles of the Comprehensive Reform programme.

The Act was recently changed in parliament to allow Ministers to deal with issues without having to consult the DCO, the group which includes Director General.

The change comes amid criticisms by some ministers that Director Generals have too much power.

But opposition leader, Moana Carcasses, says the criticism is unfounded and that the role of director general and the DCO is vital in implementation of policy.

He says the CRP was set up in 1998 to decrease Ministerial discretion because it had been so systematically abused to favour friends and political cronies.

"To get full power as a Minister to make some decision yourself. I don't think Vanuatu is ready on that. This is why we went to Reform and why we have put in place, through the law, systems, so that there is communication, there is a transparency within policy taking place, there is transparency that every stakeholder should know and that will stop corruption too."
