Samoa's Minister for Natural Resource and Environment Faumuina Tiatia Liuga says Samoa needs to improve its land registration system.
Faumuina says converting a deed system into a Torrens system will make things more efficient.
He says New Zealand, Australia and Singapore have all successfully converted to Torrens which is a better way to manage land.
But concerns have been raised by some people who claim it threatens customary land titles.
Faumuina insists the proposed legislation will not affect customary land as it will only apply to public and freehold land and will benefit everyone.
"It's much cheaper. Its the protection of the owner of those properties and its efficiency as right now in existing legislation it takes months or years for people to get their land registered. Whereas in this torrens system you can register your land within a day or through the internet. 26"
