Fiji's Permanent Secretary in the office of the interim Prime Minister says officials will be sent to Votua in the Ba area to explain how fishing licences are issued.

It's alleged that traditional owners of fishing grounds in the village are extorting money for fishing rights.

Parmesh Chand says although there are commercial agreements between fishermen and resouce owners they should only be one-off payments.

"It doesn't mean that every time the person puts his boat out in ther sea he pays a goodwill payment. We expect this matter to be resolved, it is not a big issue, it is just an issue possibly of practice and misunderstanding and we'll have people go and explain what the procedure is and this will be straightened out ."

Parmesh Chand says there have been complaints of extortion from other areas but most have come from Votua.
