Investigations are under way into a company alleged to have falsely marketed milk replacer as full cream milk powder in Fiji.
The Health Ministry's Food Unit has discovered milk replacers commonly used as animal feed have been sold as milk powder.
The Head of the Food Unit Joe Tamani says the discovery was made during border checks, which he says have improved.
"Part of the job that we do, we provide border checks and while doing that we managed to trace some documents to identify the actual product they imported was milk replacer."
Joe Tamani says up to 20,000 of the falsely labelled milk products are being recalled.
