The Cook Islands Minister of Finance, Wilkie Rasmussen, says money has already been appropriated for priority spending but it may exclude legal fees.
This comes as the Cook Islands Party says parliament needs to be called soon to appropriate millions of dollars in funds to pay for the failed Toa Fuel farm scheme.
And there are claims money needs to be paid next month on the government's investment in a new direct Sydney to Rarotonga service.
But Wilkie Rasmussen says $3.5 million US dollars was allocated for the failed Toa Fuel Farm Scheme .
"Now it's simply a matter to look into the definition as to whether it includes legal expenses that might have been incurred along the way. That is a decision for Cabinet to make after we've received all the advice and reports that are currently being conducted."
Wilkie Rasmussen says money is already appropriated for airline negotiations.
