The Prime Minister of Samoa says a decree which gives immunity to Fiji's coup leaders shows the interim Prime Minister knows his actions were wrong.
The decree grants immunity from prosecution to those involved in the 2000 and 2006 coups, including Commodore Frank Bainimarama, the military and police.
The Samoa Prime Minister, Tuilaepa Sailele, says it's strange for Commodore Bainimarama to issue such a decree when he had criticised others for their involvement in earlier coups.
He says he is not concerned that his criticism of the Fiji regime could affect relations between the two countries.
"We really did not have any good relations in the past ever since this regime came into power and we do not see that there is any necessity to improve the relationship when the regime is doing exactly what is contrary to good government."
Tuilaepa Sailele has also criticised a draft media decree that threatens journalists with jail or fines if they breach regulations.
