The Executive Director of Papua New Guinea's Institute of National Affairs says it's a long time since the country's Parliament has functioned properly.
Paul Barker's comment follows this week's sudden adjournment by the Speaker to stymie a vote of no confidence in the Government of Sir Michael Somare.
The Opposition, under Sir Puka Temu, is now trying to amass signatures from a majority of MPs to force the Speaker, Jeffrey Nape, to recall Parliament.
Sir Puka says Sir Michael and his family are destroying the nation, breaking laws and treat Parliament like a joke.
Mr Barker says the faults with Parliament start with the lack of proper consideration of legislation at committee stage and on the floor of Parliament.
"The other function of overseeing the executive - it has not been performing up to scratch, the committee structure hasn't been sufficiently robust and again it's widely perceived to be rubberstamping the activities of the executive government."
