Soliai says he declares Galumalemana as the elected member of the Tualatai district to the American Samoa House of Representatives.
The member won 438 votes compared to 226 votes received by Lopa.
Galumalemana and the rest of the of the twenty one winners of the general election will be sworn into office on January 3, 2011, for a two year term.
