The Tuna Commission for the Western and Central Pacific has started meeting in Hawaii to look at the conservation and management of the fishery.
The state of Bigeye stocks continue to cause concern and there will be discussion over increasing restrictions on fishing to prevent the fishery collapsing.
But fishing nations have been making submissions over the negative impact the restrictions already in place have had on their industries.
The head of Greenpeace's delegation at the meeting, Lagi Toribau the industry is pushing the economic argument:
"The Philippines put up quite detailed proposal providing the economic impact of the closure of the high seas pockets to their fleet and also job losses and the increases in the costs of raw materials and of processing."
