American Samoa's US congressman, Faleomavaega Eni Hunkin, says he'll introduce a bill into the US Congress which would allow foreigners who have become permanent residents of American Samoa to become US nationals.
Under American Samoa law aliens who have resided in the territory for 20 years can become permanent residents, entitling them to the same benefits as US nationals or citizens, except the right to vote.
The benefits include employment in the American Samoa government, cheaper rates for hospital treatment and resident tuition rates for college.
