A Congressman in the Northern Marianas is preparing to introduce a new casino bill which he says will benefit people on Rota and Tinian Islands.
Congressman Stanley Torres says his new bill will be fair, giving local people a share of the profits and discretion about how they are spentare spent.
But the House Ways and Means Committee is looking a substituting Torres' bill with that of another Congressman, Tenorio.
Saipan's politicians have already rejected casino proposals twice.
