Transport Authority allows discretion around overcrowded buses in Samoa

Reports from Samoa say it's difficult for bus drivers to turn away extra passengers even if they're exceeding legal limits.

This comes as the Land Transport Authority is allowing police officers discretion over whether they penalise the drivers of overcrowded buses.

Our correspondent, Autagavaia Tipi Autagavaia, who is a former Police officer, says people rely heavily on public buses and it's good that the LTA is allowing some flexibility.

"It's very difficult for the bus driver to let anyone leave the bus when it's overcrowded especially when everyone wants to come to Apia for work and school especially buses going in the rural areas those are the main ones that always get crowded and the police and traffic officers getting a lot of hard time."
