Guam troop transfer delays known for some time according to Wikileaks

Diplomatic cables released by Wikileaks show that United States and Japanese officials have known for some time the timeline for the military buildup on Guam was unrealistic.

The U.S. and Japanese governments publicly abandoned a 2014 completion date for the Guam buildup last month.

The Pacific Daily News reports a confidential cable from the U.S. Embassy in Tokyo, showing the shift of Marines from Okinawa to Guam will take much longer than planned.

Suzanne Basalla, the former director for Japan from the Office of the Secretary of Defense is quoted as saying that while the political value of the 2014 target completion date is clear, the United States was frank with Japan that the date was increasingly unrealistic.
