In the Northern Marianas, the manager of Tinian port, Joseph Mendiola, says four major bollards at the harbour could collapse anytime.
Mr Mendiola says the condition of the bollards has sparked an emergency because their collapse could render the harbour incapable of accommodating large ships.
Mr Mendiola says Tinian port also has several other bollards in poor condition.
