Indonesia's foreign minister, Marty Natalegawa, says his government is fully aware of problems in its Papua region and is working to find a way to deliver greater autonomy there.
He has told the Council on Foreign Relations in New York that Indonesia's listened to human rights groups and has sought ways to address legitimate concerns since the country embraced democracy.
Mr Natalegawa says the two provinces of Papua need special attention and this can be achieved through autonomy.
But he says when there are problems they need to be addressed in an inclusive way to ensure additonal challenges aren't created.
Papua has seen a low-level guerrilla war for nearly half a century.
