The Fiji military officer who fled Fiji last year, Ratu Tevita Mara, says people in Fiji will boycott plans for a new constitution.
The interim government has announced the timetable for a new constitution and named three members of the five-person commission which will oversee the process.
But Ratu Tevita says people he talks to in the country, who represent the majority, will not take part in consultations.
He says the 1997 constitution, dumped three years ago, is still Fiji's legal document and anyone involved in drafting a new document needs to be mindful of this.
"The 2009 High Court ruling had ruled the take-over in 2006 as illegal and the '97 constitution still in place, still legal. So anyone who's involved in drafting a new constitution now is in fact committing treason against the people of Fiji."
Ratu Tevita Mara says all indications are that the regime has already made up its mind and the consultation process is a charade.
