Pacific ministers are to call on the European Union to speed up talks on the Economic Partnership Agreements.
EPA's were due to come into force in 2008, between the EU and the African Caribbean and Pacific countries, who are meeting in Vanuatu.
From the region, only Fiji and Papua New Guinea have signed interim agreements, and there has been no formal negotiation since 2009.
The CEO of Tonga's Ministry of Labour, Commerce and Industries, Tatafu Moeaki, says most Pacific countries have completed the required paperwork.
He says ministers will have a resolution, reflecting their concern, to put to the joint ACP/EU council of ministers on Thursday.
"The Pacific is quite disappointed that the European Commission has not been forthcoming to the negotiating table with the Pacific. Having said that, at the same time, there are contentious issues. This is not to suggest that there is no scope for further technical considerations within the region. Obviously, in the art of negotiation, there has to be some alternatives."
