The director of Vanuatu's correctional services says it is time some critical decisions are made about the country's prisons.

Four escaped prisoners remain on the loose, in what is the latest in a number of escapes from Vanuatu's high risk prison.

New Zealand had negotiated to build a new prison if a suitable site could be found, and when that took nearly 5 years, offered to re-build one of the existing three facilities, which Vanuatu declined.

The director, Johnny Marango, says while the infrastructure is a problem, in terms of escapes, staff not following the rules, is more important.

"We've tried to do some maintanence from day to day to keep the site going, but unfortonately, it comes to a stage where we need to make some critical decisions on how we continue with the current facility."
