The governor of the Northern Marianas, Benigno Fitial, has delivered his State of the Commonwealth Address and acknowledged mistakes and poor decisions.
The governor apologised to the public, vowing more transparency in government and presenting a better economic outlook for 2013.
He says he underestimated the devastating economic forces blowing down on the CNMI and was too optimistic that the territory would get help from the federal government to dig the Commonwealth out from the economic black hole it was in.
Mr Fitial has attributed his errors of judgment and poor decisions to the lack of reliable information.
He is facing a second impeachment vote when the new House of Representatives convenes.
