President Obama's fiscal 2014 budget proposes almost 500 million US dollars in spending for the Navy and the Air Force on Guam.

The Pacific Daily News reports the Guam Delegate Madeleine Bordallo as saying the proposal reflects the broader goal of developing Guam as a strategic military hub.

The president's budget also requests $273.3 million in civilian infrastructure funding through the Department of Defense's Office of Economic Adjustment.

Upgrades to wastewater systems will be paid in large part by the federal government as part of improving Guam's capacity to handle an increased military presence.
