Australia, Indonesia, Papua New Guinea and India will oversee the process as co-leaders.

The other countries involved are Israel, South Africa, Brazil, Russia, Turkey, Japan, New Zealand, South Korea, France and Britain.

Fiji Live reports the USA and Canada have indicated they would also like to send in observers but would finalise their participation after they have been sent the Terms of Reference.

The Elections Minister Aiyaz Sayed-Khaiyum says the monitors will not only observe the election day itself but also the days leading up to the election.

They will stay on to observe the reconciliation of ballot papers, the counting process and dissemination of results.
