Guam's governor, Eddie Calvo, has been sworn in for his second four-year term as the territory's leader.

The Marianas Variety reports Mr Calvo, in a 22-minute speech following his inauguration, highlighting what he claims were historic achievements to restore financial order to the government in his first term.

He says construction activities have heightened with the US military buildup and unemployment has been drastically reduced.

However, Mr Calvo says he faces a number of challenges this coming term, and promised to focus more on poverty, crime, homelessness and unemployment.

He also promised to initiate the modernisation of government utility systems, saying he dreams of making Guam the technology hub of the Pacific.
